A Chartered Engineer's (CE) Certification is required to export/import Old and Used Plants and Machinery in/out of India. An agency mandated by Govt. of India i.e., “The Institute of Engineers (India), Kolkata, West Bengal” was formed to provide CE Certification licenses, which are required to inspect the machinery prior to shipment and give its opinion in form of a CE Certificate regarding the condition and balance of the life of machinery, the current market value for assessment of duty, contents including spare parts, etc. It is mandatory to produce this CE Certificate during customs clearance for such goods in India.

SCOMET

SCOMET is an acronym for Special Chemicals, Organisms, Materials, Equipment and Technologies. This list contains goods which are considered as dual-use items, i.e., goods, technology, chemicals, organisms etc. which potentially have both, civil as well as military applications and are capable of being deployed as weapons of mass destruction.

Why the SCOMET Exports License is mandatory to export SCOMET items?

The Government of India and the export-import industry have a responsibility to ensure that exports are not accessed by proliferators, terrorist groups, and non-state actors. Any export that inadvertently lands up in the wrong hands may have implications for our national security and affect the name of the country in the international market. SCOMET is an important step to address such concerns. Further, International supply chains are increasingly interconnected; our Import-Export partners would like to be assured that India's regulations are in line with the highest standards. Adoption of these regulations is expected to act as an enabler for a greater role for Indian industry in global supply chains for high technology and value-added items and strategic sector items.
